9800GT fan not spinning up properly

Hey,

Odd problem with my brother's 9800GT, the fan used to be PWM, now it's at a constant I'm guessing ~35% speed, doesn't even go flat out in the BIOS like it used to so deffo not softwareside.

Is there anything I can try? The temps are all good but the constant noise at idle is just irritating. Aftermarket cooler is out of the question since it's my bro's rig and he's not willing to spend money on it.

For the record, they are indeed, and have tried three different versions

'Tis PNY, can't find it on their website though.
