I was going to suggest her but you beat me to it. There was something about Servalan.
Though don't go on a nostalgia trip watching Blakes 7 again like I did, it really hasn't aged well at all.

Why do I not meet villains like that ? It is always tracksuited / hoodied burglars and street robbers that I see.

A leather clad lady villain with super king fu kate powers would be just the ticket.
