If they refuse to move, then surely they can do something, thats why I mentioned the Police.
Wait till they have finished and let them tidy up. Tell them they need to tidy the mess up afterwords.
Tell them that you gave them a licence to put up the scaffolding, that was it.
They are in breach of that licence and have trespassed and caused damage to your property. Tell them to rectify it pronto or you will be pursuing damages.

Not all builders are idots. It's worth asking.
most are lazy thought and wont pay for a skip if they can just dump the stuff on you
The builder dosent pay for the skip, the customer does.

The builder pays or the skip, the customer pays the builders
passing on the costs is not the same as paying, might sound a bit pedant but there's a difference
if the builder didn't include the price of a skip in the quote but agreed to remove all the rubbish as part of the work then it's upto them to either pay for one or find another method to remove the waste
