Erm... The "water table" goes down a hell of a lot further than 100m... Try tens of thousands of metres,.
If you wanted to build one underground and were worried about contaminating the water table (by that I mean water connected to the surface in some way) you would probably want to build it within a large salt or shale surface hundreds of metres down, or within an area sealed from the surface by a large amound of above material.
I.e. unworkable.

8 ft in a single quake is massive, but then expected in a quake of this magnitude. The 8ft will be in the centre with it trailing off along the 250 miles of the fracture at either side. Still, massive displacement!

Also a lot of muclear waste storage facilities are built into salt, it is VERY impermeable and also flows so eventually "covers" the lot. You don't very often get large areas of pure clay either.
