What are the best GPU's for 1920 x 1080?

I was wondering what the best graphic cards are for 1920 x 1080 on a 24 inch monitor. Would there be a huge difference in visual quality between my GTX 460 and a 480 for example?

My monitor is 60hz, so the maximum FPS the monitor will display is 60 FPS right? So would it be better to get a graphics card that can play the latest games on the maximum settings at around 60 FPS or is it not worth upgrading so soon.

My current GPU can play games like BC2 and Crysis at maximum settings at around 30 - 40 FPS. So would I notice any difference by upgrading to a 480 or a 6950 (and flashing it to 6970) and using a 24 inch 1080p monitor?
 
Rossuk89 your monitor is 60hz so with V-sync on in games it will max out to 60 frames a second.. BUT if you turn V-sync off in games the framerate will be much higher then the 60hz limit of the monitor depending on the game (but with some games you get the screen tearing effect with V-Sync off). Your 460 is more then enough right now, but if you want an upgrade the 480s on offer right now are cracking deals.

No.

Upgrading to a 480 or 6950 would mean either a 25-50% increase in fps, depending on the game, with the same visual quality

Or

It would let you increase the aa levels, where possible, for slightly better quality visuals, while keeping roughly the same fps.

Thanks for the input everyone, from reading your replies I probably won't upgrade for a few months, at least not until Battlefield 3 comes out. My 460 does the job right now and by the sounds of it I wouldn't gain a huge graphical increase right now. Once my card starts to struggle with new games then I'll go for a 6950!
