I would go for the HD 5450.

Looking at this review the 5450 can only draw a maximum of 13W at full load and happily decodes Blu-ray video while using 9W.

Looking at this page of the review (and mentioned by RJC earlier), the HIS version allows the VGA port to be attached to another low-profile PCI slot - so if you have a system which needs VGA output, but has only low-profile slots and two are availble then this is the card I would get.

I don't know what the garbage about a 5450 needing a 650W PSU is but I've got a 5570 running on a 220W PSU just fine.

The entire system I have the 5570 in (E8400 @ stock, 2 storage, 1 optical) draws 138W under stress testing.
