I'd be worried (dead) if I got sent an Ambulance from Southampton to be honest, fair trek for them when there are closer ones.

But yeah this is clearly BS, I am pretty sure the operator will ask you some basic questions first and I don't think "My dog is dying" would really be grounds for them to dispatch an ambulance...
