it's simple amd and NV would NOT make they cards sit at 80-90c under load and give a 2+ years warranty, if they knew it'll reduce the lifespan by 50% anything over 70c
yeah but they think everyone will buy the best card they next release which is like every other week so warentee never gets used(Joke!!) I got the 480 the very next day the 580 were released then a few months later the 590 WHAT NEXT !!!!!!!!
To the OP. Is this a straight 6970 flash and not a 6950 bios with unlocked shaders?
When I flashed mine directly to the 6970 bios my temps are up to the 90's
However switching to a 6950 bios with unlocked shaders, then increasing the clock speeds to a 6970 gave me much better temps.
I'm now at 40 idle and 60c at full load.
That's what I did and definitely better temps than the previous full flash I did.
Can't get anywhere near 60C at full load though. What cooling and case do you have?

So I doubt anything over 70.c is going to do any damage to the card.
