theres hardly any way to make floor pressing DBs safer, but that man just did it.
solution to a non problem tbh!
 
Get a rack, solves most problems. Or just don't pick a random amount of weight to start with. You should know when you're hitting your max, and if you are going to fail.
 
The ROM on dumbbell floor presses isn't very good in my opinion, a bench would be much better.

ROM for DB floor presses isn't too bad for me tbh, not when compared to BB bench. Could be because of my size that though!
The main reason it looks like a small rom is because a lot of people go lower on DB bench than they probably should.

Is there a point thats too low on a db bench? (genuine question)
 
Definitely imo. It would be at the point where you are no longer working the chest as the primary mover.
The bottom of the rep is where you should be powering up with the chest, too low and it puts more pressure on the delts.
In theory you should just let the DB plates touch your chest, however everyone is different and with different feel and flexibility levels you can't just say 'x degrees is the best angle to go to' :D

when it comes to going heavy (in terms of intensity) you want to make sure its your chest doing the work, not the weaker delts :)
