It's true - you are spending nearly £10 a day on insurance. Once you've factored in petrol and all the rest, it's very likely that it would genuinely be cheaper for you to take taxis for a year!
No it wouldn't though, a 12 mile round trip, (say to work and back 5 days) would cost around £145 a week by taxi, and he'd still have no car for the weekends. A lot of people commute over 200 miles a week nowadays also.
Or are insurers thinking that someone who hasn't driven for 3 years since their test will have forgotten most of what they learnt?
