The opposition has a right to harass the prime minster 'within reason'.

David Cameron saying 'calm down dear' COULD (if you're a bore) be argued as him suggesting she hasn't got the right to get extremely agitated at what he is saying.

The speaker should have stopped proceedings 30 seconds before and told the opposition to behave a little better. It's a grey area .. how much shouting and discontent you can show whilst reasonably allowing the debate to continue..
