Name of a film?

Ok my dad has just randomly called and asked me the name of a film he saw at the barbers....
Theres not a lot to go on but he said he liked the look of it. I could be completely losing the plot and its one I have seen but meh if I can remember right now.

Key points (well the only points really):
*thinks its a vengeance movie from someone (we shall call him Elmo today to make further explanations quicker) against the police - was possibly framed.
*Elmo gets some police guy to kill his own wife at the beginning.
*Later on theres a scene in a building where bombs are under the desks of people inside and theres snipers surrounding - This scene may or may not have Elmo in it.

Any help would be appreciated as I would like to get it him and its bugging me that I cant think of the name.
 
The Fugitive, Shawshank Redemption and Usual Suspects all have major characters killing their wives, and major police involvement.

Well Andy was accused of killing his wife, and Tommy (the young guy) gets shot in the yard by Hadley using some sort of scoped rifle. Probably not what the OP was talking bout tho.

accused yea, but from the OP the character gets someone to kill his wife. didn't realise it was a scoped weapon that killed tommy though, my bad:)

Ok had a quick word. Its none of the films mentioned.

The title is 2 words as far as he remembers. He was told it but forgot by the time he got home. Has a scene with someone on the phone who has been framed and is trying to prove it. Guy on the other end of the line who did the shizzle saying about 'remember how I made you kill your wife? You dont know where I am and you wont catch me but I know where you are' or words to that extent.

Sounds either really good or cliche crap really to me.

Edit: Oh definitly set in modern day.
 
Mel Gibson film Payback fits most of it, but not the killing the wife bit - which seems to be the most standout thing in your old man's memory.
Memento has the killing wife thing, but the rest is only vague connections.
