It's very odd isn't it? That is true, and whilst he didn't put his point across particularly well it would be simple enough to clarify it now. He just doesn't seem willing to do this.
There's obviously a big difference between a 17 year old having sex with his willing and consenting 15 year old girlfriend and a hooded man pulling a girl who was walking home from work into a back alley and forcing himself, at knife point, to have sex with him.
