I am first of all surprised that case doesn't have any back exhaust. No wonder the heat is accumulating within the case so much.
I would suggest buying a new PC case, new cooler and good thermal compound like MX-4 or IC Diamond.
The dust built up is astonishing
Does the heatsink move about when pushing or pulling it slightly?
Does the intel stock fan sucks or blow away the air from the heatsink? If it blows away, then the side fan needs to be pulling air out of the case. If stock fan is sucking air then side fan needs to suck air in aswell.
However with the latter setup, you are just warming up the airflow inside the case and this may well also lead to higher temperature inside the case.

Well I'll buy a case next after I get this new cooler, I'm going to order that cooler tomorrow so I'll be removing that daft fan to accomodate it, will it definately fit on my processor?
I'll also give my PC a good clean out tonight.
The CPU cooler seems firmly attached, cant move it around at all.
Yes a new case and cooler is the ideal solution. PCW computers are utterly terrible!
Those Intel coolers push air over the HS so it want a fan blowing air onto it. The PSU will be your exhaust fan.
At the minute the fan on the side does seem to be blowing air onto the CPU cooler and I can't really feel much air coming from the CPU fan, so I assume thats sucking air in.
