ive been tracking the UPS tracker page and it returns this:

Shanghai, China 06/05/2011 5:23 A.M. Departure Scan

Koeln, Germany 06/04/2011 2:37 A.M. Package data processed by brokerage. Waiting for clearance. / Released by Clearing Agency. Now in-transit for delivery.

Shanghai, China 06/04/2011 12:52 A.M. Export Scan
06/04/2011 12:45 A.M. Origin Scan

Koeln, Germany 06/03/2011 4:00 P.M. Package data processed by brokerage. Waiting for clearance.

China 06/03/2011 8:21 A.M. Order Processed: Ready for UPS

why does my laptop keep going from germany to china back to germany back to china back to germany and back to china ? lol

Ps- its all one package.

Your laptop never left China, UPS clear customs for your package before it departstheir China hub so that when it arrives in Europe there are no delays in getting the package to you.

really is this what it means?
Yes. The package will presumably be transported via Cologne Bonn Airport (UPS European hub); the data is just telling you it's been cleared for customs to arrive there, and the latest updates tells you its departed Shanghai destined for Germany.

The package itself obviously hasn't been going back and forth between Germany and China! :p

My only UPS package took a directs route through Europe to get here from the Netherlands. Infact, I'm expecting another one from the Netherlands soon so will keep a close eye on that.

This is by far the most likely scenario - for almost all international consignments, the data and the freight travel seperately, but the online tracking isn't always able to interpret the difference and shows everything.
