Not necessarily - imagine you could have a tower at the back of a 'field' of these things to make the best use of the space available. Or I don't know, just stick them over the Burj Dubai, that has to be a good idea.
 
Why would you put a biofuel plant on the sea?

I do know the Brazillian government are considering this tech due to recent environmental regulations passed there and the fact fuel crops are taking up land that is needed for food crops.

Because it can be effective growing medium. Now as I said I have no idea on ecoli or how they extract the oil.

But sea has water and food in abundance. Light also penetrates deep into water. Algea blooms for example can be many 10s of meters thick. You cam also use waves as a cheap and efficient way of mixing the water up and pulling nutrients up from the deep sea. Also the closer to the equator the more sun light you have, as well as we don't really use sea space for much.

Logistically that would be a nightmare to manage. Transport, building not to mention the unpredictable nature of the ocean which could damage machinery. On land, you have more control and can measure the effectiveness of the tech. Maybe 20 to 30 years from now there maybe better tech to have a platform on the ocean similar to an ocean rig. The firm I work for has done some basic planning research for such a plant on land and that alone is complicated.
