Asus Sabertooth - Turbo Mode

Temp? Also, what program are you using to see CPU speed? I think the program you are using is assuming the standard multi of 20 with the 195Mhz bus speed (I'm not sure but under normal use isn't the multi of 21 used for turbo states?)
 
You don't need to disable turbo mode on Asus X58 boards - if you set the multiplier to the highest setting, this enables turbo mode, otherwise it is disabled.
For example, if your CPU had a "normal" max multiplier of 20 and a "turbo" multiplier of 21, and you set it to 21, that enables the extra multiplier from turbo mode.

Using lateset core temp.
Captin - Im set at 21 and 195 in BIOS. So sureley it should be 4.1 alll the time? Its not, its reporting 3.9ghz on some things like folding.
 
Use CPU-Z, my realtemp often reports the wrong clockspeed, though usually higher than what it is.

That's normal. Your "normal" max multiplier is 20, setting it to 21 enables turbo mode.
The turbo multiplier will drop off, setting you back to 20x for 3.9, under certain conditions.
What kind of temperatures are you seeing? What voltage are you at?
It might be easier to just go 20x200 for 4GHz if you can, then you don't need to use the turbo multiplier at all.
