Extremely loud fan on XFX 5850

The fan seems to be running at 100% and it has no reaction when I try and adjust the percentage in ATI CCC overdrive. I installed the accompanying drivers and also installed the latest ones from the ATI website but still no luck. My PC specs are below but doubt they'll be any help to this matter.

AMD Phenom 955
XFX 5850
Gigabyte MA770-UD3
4gb Corsair XM3 Memory
Corsair 500W Builder Series PSU
 
Have you enabled overclocking in CCC? I believe you need to have that enabled in order to use the manual fan control. Another option is to try use MSI AfterBurner to try adjust the fan.

Yes, I've tried both. When I move the slider there is no reaction from the fan, its seems there is no communication going on between my computer and the gfx card.
 
I presume your pressing 'apply' when changing fan settings?

Other thing is any idea what the temps are like on the card? It could be that the Thermal Paste has degraded and so your GPU is running very hot and hence the 100% fan speed all the time?

Clean out any dust in the heatsinks on the card aswell.

Yes I'm pressing 'apply' each time I change something.

The temps says 127c in overdrive but like I said earlier I'm pretty sure there's no communication going on so I doubt that actually means anything.

The card is brand new so there is no dust and shouldn't be any problems with the thermal paste.
 
Something doesn't sound right, what temps is AfterBurner reporting? There may be a chance where you received a card with a poorly mounted cooler. Does the temps go up when it's on load? Any chance you can feel the cooler to see how warm it feels?

It says 168 in afterburner but doesn't change when under load (720p movie). The GPU usage went upto 6 at the highest, the fan speed/tachometer remained unchanged. The GPU is just lukewarm to the touch and not hot in the slightest.

i am no expert, but if it would fry before it really reached that temp.
as purgatory said, contact the store/site you bought it from and arrange a RMA (return)
it sounds to me you have a dodgy temp sensor and the fan is running at 100%
