Apparently it does, but hardly noticeable on average an extra 0.05" a month.
As the body has to worker harder, more blood flow and other effects the body goes through in summer.
Why did you say dead? You make it sound like hair never grows. The hair follicle isn't dead and is where new growth happens.

Just shave it, nothings going to speed it up noticeably.
