I would spend the money on a brand new Samsung B2230H if I could stretch my budget slightly. If not then a BenQ G2222HDL. Both of these monitors are excellent 22 inchers and very good value for money. There's no need to buy a used monitor for that kind of budget.
Not specifically. They are still LCD monitors but they use LEDs around the edges of the monitor instead of CCFL bulbs as a backlight (see this article). This reduces their heat output and power consumption and allows them to be thinner and lighter. In terms of image quality it doesn't really change much - the G2222HDL, for example, is LED backlit but the CCFL backlit B2230 has superior image quality. That's not to say the BenQ is bad in that respect but it is a little cheaper and just because it has an LED backlight doesn't mean it outperforms similar CCFL-backlit monitors in the pricerange.
Some cheaper LED-backlit monitors tend to be slightly more prone to excess backlight bleedthrough as they are thinner and more easily damaged in transit/production. The slight blue hue to the light is also a little more obtrusive than the milder yellow of CCFL backlights. Having said that I have seen some very good LED backlit models in this regard and some very poor CCFL backlit monitors and it is more the luck of the draw than anything.
LG E2260V-PN are really nice for £125.. Really thin, very bright and also has small bezels which is better for eyefinity etc. Samsung B2430L has a nice picture too but quite a fat looking monitor.
Then if you do want to settle for 'new' anything larger than 22 inches would be overambitious. The B2230H is your best bet quality-wise and it does include HDMI. The E2290V mentioned is quite good as well if you really would prefer something a little thinner but the image quality is not quite on par with the Samsung. Most mere mortals probably wouldn't notice this though unless you get a duffer with bad bleaching.
