Quality wouldn't remain the same, because you'd get much fewer new members signing up (since you can't even read the forums without paying, it's one of those situations where people can't try before they buy, so they would likely not take the punt unless they got a strong recommendation from somebody they trust).
Whether that is a good or bad thing is open to debate of course.
SA forums is probably a good example, I used to lurk there a long time ago, then they started charging $10 or something, so I haven't been back since.
I wouldn't pay for OcUK forums.
If you buy me a 25 pound steam game I'll stop posting.

Thing is it's a bit like newspapers in terms of competition.
News International charge for online content for some of their papers like The Times. I used to (sometimes) read articles on their site when it was free. Now I don't bother, I just read articles elsewhere.
The same would apply with forums, there's no shortage of competition. If OcUK started charging I'd probably find another haunt.

When did I propose half a screen of signature space??? Since the post container's minimum height is determined by contents of the avatar column, allowing an extra 100px height to the signature area wouldn't actually make pages any longer.
If repetitive signatures are an issue to some, there is an add-on that lets a signature display only once per page.
If any form of signature at all is an issue, there are options in the control panel to disable avatars and signatures.
The signature file size restriction of something stupid like 10kb is also ridiculously outdated.
