Horses on the road in the 21st century

His "point" is just plain wrong. Road tax doesn't pay for the roads. All tax gets pooled before it's distributed. He's probably just ignorant, and not trolling.

It may not pay for the roads but it is a fee you have to pay to use the roads, is it really too much to expect them to be left in a safe condition by people who get to use them for free?



There's no such thing as road tax, it's a car tax just for owning and operating a car. The money isn't ringfenced for the roads and even if it was wouldn't be anywhere near enough to pay for their maintenance. The number of drivers with a sense of entitlement is staggering.

Fine then vehicle exercise duty, more commonly known as a road tax, it may not be used just for the roads any more and horses may not have to pay it any more (only effected horse drawn vehicles) but like I said above it is a fee you have to pay to use the roads, is it really too much to expect them to be left in a safe condition by people who get to use them for free?

On a lighter note.

A couple of years ago on a road near where I live I drove past a BMW 3 series which looked like it had been hit by a falling tree or something. Front end all crushed windscreen smashed a proper mess. Word soon got round the village that what had in fact happened was the moron BMW driver had come up behind a horse and rider on a windy bit of the road and incensed at a animal being in his way had tailgated the horse and then beeped his horn. The horse had completely freaked out thrown its rider then stopped dead only to be rear ended by the car and then fell on top of it crushing the whole front end.

I never did find out what happened to the horse or rider but the driver got a hefty fine and a ban for dangerous driving!

How do we horse riders get to use them for free, our tax pays for the roads the same as everyone else. Pretty sure if I stop paying my tax I get into trouble.

Vehicle exercise duty is based around the pollution caused, not to use the roads.

No it isn't, you can quite happily drive around in a zero or close to zero emissions car and not pay any kind of road/vehicle tax.

As has been stated above on numerous occasions, horses have an absolute right to use the road and they will still have when all the petrol has run out. Anyone in a motor vehicle is only there under licence and if they can't accept the terms and conditions they shouldn't be there in the first place.

I do not enjoy horses, maybe because I lived in the country for most of my life, I've lost count of the times a horse has started spazzing out for no apparent reason, side stepping across the road, with a totally helpless rider.

Yes it is, look it up, "Vehicle Excise Duty (VED) is a vehicle road use tax levied as an excise duty"

As has been stated above on numerous occasions, horses have an absolute right to use the road and they will still have when all the petrol has run out. Anyone in a motor vehicle is only there under licence and if they can't accept the terms and conditions they shouldn't be there in the first place.

Nobody is saying horses shouldn't be allowed on the road, only that horse riders should not be entitled to abuse the privilege. If a horse defecates on the public road the rider should dismount and clean it up, not leave a dangerous road hazard waiting to cause an accident for other road users.

I refrain from using my windscreen washers when passing cyclists or from using full throttle when they are behind me, its called being considerate to other road users.
 
But most horse riders don’t abuse the privilege and most horse’s don’t even like to defecates on the road as it splash on their legs so they pull to the grass when its time.

There are far more vehicle users abusing the privilege then there are horse users abusing it.

It’s waived as the tax is not for using the road. The tax is for causing bad emissions. If your emissions drop below a set rate you don’t pay tax. The higher the emissions the higher the tax. It’s not a fee or an argument for rights to use the road.

I used to ride. I was on the roads a lot around country lanes etc. And I think this should still be completely legal. I only went on a main road once, and was pretty much terrified. :D

I don't think it's necessary to allow riders on main roads tbh. But banning them from being on the roads around farms etc is plain stupid.

It’s well below the level that is considering tax free (at least I hope so, wouldnt want to be near a horse that goes over that level). Emissions have to reach over 130g per KM travelled before you start paying tax. Anything below that emissions amount is tax free. Get your car emissions below that level and you too can use the road without paying Vehicle tax.
 
I live out in the country at the moment so see a fair few of them. Pretty much every time they say thanks to me for slowing down.

On one occassion though, I came around a corner at about 50 down a country road (national speed limit, and it was perfectly safe to be doing 50). There was a woman on a horse just around the corner, I had to brake fairly hard but I was in complete control. I slowed down and passed her as I normally would pass a horse, and the silly **** was having a go at me and waving for me to slow down, even though I had! I couldn't believe it! I slowed to about 10mph in plenty of time, and passed safely, and she still had a go.

Moral of the story, burn them all.

So when you say it was totally safe to do 50 around that corner, you actually meant to say it was borderline unsafe because you nearly hit a slower user of the road, yeah?
 
At the same time as we ban horses, can we also ban all 4x4's, as they should be in the fields too.. and small engined vehicles, because they don't go fast enough either, and cyclists, sunday drivers, tractors, lorries (why cant they ship things by freight train like sensible people), oh, and policemen, cuz you have to slow down for them too..
 
I think they should pick up after their horses.... if i have to pick up after my dog so should they!!!

Horse crap doesn't spread disease in the same way as dog crap. Herbivore poop is much more cleaner than that of a meat-eater.

Car drivers aren't required to clean up oil patches. Property owners aren't required to clear the road of leaves which have falled from their trees. It's just another road hazard like potholes that sensible drivers should be aware of and avoid.
