Link isn't loading but could also be that the contractor just did it based upon poor instructions.

They may have been asked to put 'Keep off the grass' signs in all the grass areas on a street and did this patch so they could charge labour and materials for it in the bill to the council.
 
is DM your only source of info or have you cross-refenced this piece of news with any other source?
 
It says other similar patches of grass in the street have trees in them to stop people parking half on the pavement/grass. I guess there used to be a tree here and when that disappeared then people started parking out there causing problems with traffic flow or something.

Well I kinda think the pic speaks for itself, unless you want me to contact the local residents, and get first hand witness accounts, with signatures?
 
Come on fellas, I dont think there can REALLY be any justification for this nonsense.

Even though you may try for a rational explanation, its a joke. Unfortunately one thats just the tip of the iceberg of council wastage.

Are you suggesting that a private company is exploiting a council purely in the pursuit of profit!? Say it aint so! :(
