Anyone remember this radio scanner site?

Im sure i saw it posted here over a year ago, it had some sort of java app with a spectrum analyser that would let people listen to any radio frequency they like?

Thanks, im not sure what im looking for though, it was a bit more clever than a simple ham radio hooked up to the net, it allowed loads of people to listen to a wide range of frequencys and had a spectrum you could click on for signals, im sure the forum would find it quite interesting if they can help find it, it may have been by some university in europe, im not sure.
