Parking ticket question

Now then folks I have a problem with the council.

My girlfriend parked up on the street for work in her green mini, like she does for the last few weeks or so. Anyway today she came back and found a parking ticket/notice on her windscreen. Shes now really :mad: and not happy at all. Shes not bothered about paying the fine if she is in the wrong, so thats not a problem but she doesnt understand why she has a ticket. As you can see the yellow line has stopped and there is no other sign saying that she cant park where she did (bad drawing of her green car). She called up the ticket office and they said that she has the ticket because she has no parking permit. Now theres no sign on the entrance of the road stating that its for permit holders only nor is there a sign near her vehicle not even on the other side of the road.
The other thing is that there were other cars parked around her and only 1 other got a ticket. The rest didnt which dont have permits displaed when I went up about 5 mins ago. The other cars are parked in the same spot as those on the picture. Now she is contesting it because I think they are trying to make some money or something.

What do you guys think? Do you think she will get let off? I would like to add that the picture from the image is exactly the same layout of what it is like now. Nothing has changed since the picture was taken for google.

Was it not because she was parked up on the curb? Was the other car that got done on the curb as well per chance?..
 
Yeah she was on the curb but so where the other cars including the one with the ticket because the road is narrow and no one would be able to access the end of the road. Like I said if shes in the wrong then fair enough but to me its just harsh. Clearly no markings and no sign on the entrance of the street saying that no one is allowed to park. If there were say white line boxes then I would say yeah its her own fault and should see why those markings are there but theres clearly nothing saying she cant park

Yip probably cause she was on the kerb and by the looks of it it left no room for pedestrians to walk on the pavement
 
Are there any signs further up the road or anywhere at all regarding the permit?
 
The ticket states parking without displaying a valid parking permit. Also if she is obstructing why didnt the other cars that were there when she arrived and when she left not get a ticket when they are also on the pavement?
 
If there are no signs anywhere at all for the permit. Then contest it and she should be let off, She may have got lucky and the traffic warden put the wrong reason down if so.

Im not sure. If there is by anychance shouldnt they be put at the entrance just like a car park? Say if you only drive 5 yards into the road and park and theres a sign 25 yards away from where youve stopped. How would you know without either driving all the way up the road or walking in the wrong direction?

Happily, then, it means this isn't a proper parking ticket, its an invoice from a private organisation. Under the Section 172 of the Road Traffic Act, your girlfriend, as registered keeper of the car, is only legally obliged to inform either a police officer or a council appointed official who was driving the car.

Any contract, if it exists, is with the driver, not the registered keeper.

Post up a scan of both sides of the PCN with the PCN No. and VRN removed and I'll tell you if it complies with the regs.

Its the same ticket that I got when I stopped on double yellows from the Bradford council. Which is from the Parking Enforcement Services.

Heres a picture of the ticket with the relevant info. Theres is nothing on the back and higher up is details of her car, date, parking ticket number etc.

There is a sign - you can see it in the photograph. It's underneath where it says 'Natural Slate'. She parked on private land.

Happily, then, it means this isn't a proper parking ticket, its an invoice from a private organisation. Under the Section 172 of the Road Traffic Act, your girlfriend, as registered keeper of the car, is only legally obliged to inform either a police officer or a council appointed official who was driving the car.

Any contract, if it exists, is with the driver, not the registered keeper.

Does that mean she has to pay? Why didnt anyone else get a ticket as well other than 1 other car? Also shes been parking there for ages also in my car. Why hasnt she had a ticket before?

I would like to say that the sign in the picture isnt there no more from the pictures we have taken. Ive just crossed referenced them and its not there. There is just a "no parking sign at anytime" on the door.

Aye if a private ticket just ignore it.

This is somewhat confused by the OP mentioning council?

I assume looking at that it does not mention Traffic Management Act 2004 at the top or any other legislation?
 
That is not a legally recognisable Penalty Charge Notice. It was not issued by the council.

It is an invoice from a private company, made out to the driver of the vehicle.
