I've seen a variety of prices and Overclockers doesn't seem to store the Sapphire card so I really can't tell which is the cheaper one

Because this is virtually impossible now unless you get a rev1 board off the MM.

I remember a post on here not so long ago where they were able to flash their HD 6950 but the shader count remained at 1408.

Mine unlocked fine. I have 1536 shaders

Price difference between 6950/6970 is too big for too little performance gain. Get a the Sapphire 6950 2GB with the dual fan.
