I think it's important to note that it's senior police officers that have resisted wanting to bring in water cannon in the past. Theresa May has said that she, and indeed government, have no problem with it being used.

Because they don't want to make a desicsion that might put a black mark on there careers, their all hoping someone else will make the call and it will magically solve itself.
