How do you know its not a proper ticket? Just incase it happens again.

File it in the bin quick sharp, and you wont even have to think about it again.
 
It is not a proper ticket as it is not issued by the council, it does not mention the Traffic Management Act 2004. The payment periods are wrong for a proper ticket. It mentions a parking attendant rather than a CEO.

It is arguably fraudulent as it purports to be a penalty and purports to create owner liability where there is none.

They would need to take the driver to court and win to create any sort of liability and I doubt they would want to go near a court with that ticket ;)

You will more than likely get some letters through the post threatening legal action and such like. Ignore these no matter how real they look, they will also threaten bailiffs, again, ignore them.
 
She has got an email this morning from Bradford council saying that it wasnt them who issued the ticket.

I will just ignore every letter they send. I would like to see what will happen. Even if the bailiffs come they wont be coming in.

Before it can get to the bailiff stage the company that issued the ticket will need to take you to court and win, in the very unlikely event that they try it on you will be able to defend the case in court. They will need to prove who the driver is and your are under no obligation to provide them with this information. The can only make a claim for their actual losses under the alleged contract, their losses are nil. You can clearly demonstrate that the ticket is an unlawful penalty under contract law as per Dunlop v The New Motor and Tyre Co. It actually states it is a penalty on the ticket ;)

The most likely outcome is that you will receive a few threatening letters from a debt enforcement agency which can all be ignored. There is no debt to collect.
