Bangkok, Genoa, Greece, Paris suburbs. Plenty of examples to show that heavy handed tactics doesn't stop anything. It actually increases tension and makes people more 'battle-hardened'.

What is the downside, you can't walk into a store and steal stuff, if a high pressure hose is knocking people away from the store, again, get bored, attack the police, something you've not mentioned is being inside a water cannon truck is a HECK of a lot safer than going hand to hand with a group of thugs, maybe they'll run off and try a shop down the road. Truck follows, blasts them again.

We don't have any water cannon on the mainland. It'll take time to get them over from NI and it's doubtful they'll even want to share them because of the marching season.
Also, water tanks run out, and run out fast. Refilling takes a lot of time. During that time you've then got a reasonable number of people off the streets.
All a water cannon will do is redirect the rioters elsewhere and it'll happen all again. Yet this time the rioters will be incredibly irritated. Look at past riots and look at the role of water cannon. It is there to prevent people from getting too close to a key asset. We don't have anything like this going on in London.

Did you ever do anything wrong as a kid, did your parents ever slap your hand if you tried to take something or did something wrong, did you still keep doing it.

Generally pain is a very good way to teach people not to do things, don't touch the hot pain, kid touches it, kid never does it again. Person walks into store to loot, person gets shot, it hurts like crap, he decides, maybe not and goes home, thats a win.
