4GB installed, 3.24GB "usable" - Any ideas?

Its already established he's running 64bit Win7 ;)

I'd try booting the system with each stick of RAM. Note the total & free memory each boot up with a different stick.

Odds are from the information that 1 of the sticks is faulty.

Even then, changing memory configurations (pulling 1 stick out) may reset a few things in the BIOS when it boots up anyways.
 
Plus it's only running at 666MHz... how ****ing lame is that for a DDR3 system!?

If it says 666MHz next to "DRAM Frequency" under the "Memory" tab in CPU-Z, then Double Data Rate makes it 1333MHz. Unless you already know this and it's saying 333MHz... :p
