On Tuesday two men were jailed for four years after pleading guilty to inciting disorder via a social networking site.
Jordan Blackshaw, 20, and Perry Sutcliffe-Keenan, 22, used Facebook to incite violence - but no one responded.
Their jail terms are the most severe yet to be handed out by the courts following the riots in London and other English cities.
Andrew Neilson from the Howard League for Penal Reform said: "The public disturbances are seen as an aggravating factor and that is fair enough.
"But there seems to be a complete lack of proportionality to some of the sentences.
"These make a mockery of proportionality, which is a key principle of the justice system."
The court heard Cheshire Police discovered a Facebook event entitled "Smash Down Northwich Town" created by Blackshaw, who is from Marston near Northwich.
