Anyone got a succinct explanation?

It means that you follow the following steps ...
- Generate new ideas in whatever area you are working in based on existing or new things. New ideas can be items or processes.
- Select which ideas are worth moving forward with
- Implement those ideas

The process is driven by being an innovative organisation whose management are able and willing to drive things through to deployment.

(sounds like the innovation stream part of my job)

Johnson: I don't know sir, but it looks like a giant...
 
I think it's basically saying that generation of new ideas does not (or should not) stop after implementation and what you learn from the implementation of those new ideas should be used for further problem solving and improving the implemented solutions/ideas.

Common sense basically, which, believe it or not, isn't really that common!

Tell me about it. Unfortunately I've got 450 more pages of rubbish in this book to learn in approx 5 days.

FML.
 
To me it looks like those 'proactive linkages' come after the implementation stage which is why both boxes are blue and why that box starts the process again.
