Marketing. I guess they'd rather please throngs of cretins than actually elevate the standards. It's catering for the lobotomised mob. The problem is, they can't seriously compete and Channel 4 on that front with ITV, who have the market cornered, and advertisement slots to go with it. It's a damn shame they try. With my money!

Or possibly also, BBC producers are backward retards who like that stuff.

No. It's a generalised opinion on the majority content of the channel that broadcasts the programme under discussion.
