Age of Empires Online got released recently, but I'm not really sure on how it's going. I loved the first 3, but the cartoon image is putting me off, also, nobody seems to be really raving about it. It might be worth taking up the free trial and seeing what you think. I'm gonna wait and see how others get on with it.
Tropico 4 is a pretty good recent game. More city building than RTS but so is Anno and that's an amazing game.
You can't go wrong with all the games mentioned so far. My favourites are Company of Heroes and Medieval 2: Total War (with Darth mod or any of the other brilliant mods available).
I'm currently enjoying Shogun 2 and waiting for Dawn of War Retribution to drop in price so I can grab it. I also recently bought The Settlers 7 which is good but not very new player friendly.
Dawn of War Anthology is very good if you like small-scale combat, the base building side of things is a bit limited but if you've been focussing on console gaming of late it may be a nice way to get your eye back in, as it is fairly newbie friendly (in SP mode at least). In some ways the limited scale has benefits because you can only turtle for so long before you reach capacity and have to do something more expansive.
It depends a bit on the scale you are looking for, something like Supreme Commander will offer much bigger battles whereas DoW has more of a micro element to it, you tend to.
