Hi mate, i have a 60D, and you can choose between NTSC and PAL in the options.

As far a i'm aware, the cameras aren't region locked.

Although the average store price of cameras from USA is cheaper after the exchange rate, you have to remember to factor in import, duty and VAT charge as well as any delivery company charges for them holding onto it for you.
It usually comes out more expensive.

Also, the warranty may not be international, so if anything goes wrong under warranty, you would have to send it back to USA to get it fixed and after posting cost and import, etc charges for the second time, it's not really worth it.

There are some online stores from China/HK (onestopdigital/digitalrev to name a couple) that send their products as gift and low value so you don't get hit by any charges but again there's the problem with warranty, which is your call.
I've bought a couple of lenses from onestopdigital before and no problems, quick delivery as well. For a camera body though, I'd personally buy a mint second hand one, or buy one from a uk store if the price is right.

Also another thing to bare in mind is what battery charger it uses.

I bought a 350D abroad and I always had to use the charger with a plug adapter in the UK. I'm sure I could have probably bought a UK charger, but never bothered.
