How is it even legal to have tyres like that on a Rim?!

Should be 3 points and £60 fine per wheel if caught on the road like that.

If you read the guys build thread he has in fact received 3 points and £60 along with a PG9 prohibition notice for his tyres fouling inside the arches, albeit with different wheels fitted now I think, without quite so much of a lip as those original pictures.
 
a serious question, obviously in the case you show pictures of, but I had the impression any stretched tyres were illegal... the tyre isn't designed to take weight on the sidewall like that, I'm sure several must have gone horribly wrong by now?

Fair point, however my first VW show was bug jam in '09 and there was no streched tyres, sticker bombing or anything else that resembles the current scene. The only scene thing I can think of is the Hawaiian reef things front the interior mirror.
