A wood wasp, urocerus gigas. Unable to sting and harmless. What looks like a sting is its ovipositor which is used for laying eggs.

Haaaha, no kidding but I brought one today from Putney all the way to Epsom on my motorbike. It was just sitting behind the indicators switch. I then took it carefully and put it on grass next to my garage. I saw it half way through and was surprised it wouldn't run away on traffic lights.

Most of 'em can't. We have hundreds of species of Ichnuwmon wasps, most of them are tiny though like this one:
