Typical documentary-hype really. As many others have stated, the creation of contingency plans like this is standard practice for all countries. I recall that there was a programme on recently discussing the US and UK contingency plans in the event of alien invasion. Plan for everything, plan for ther worst, then reality is easier.

TWFox is right in that respect. I would think more importantly you need to lead the world on most aspects ie army size,navy,airforce the technology they use what the country produces, where are their influcenses around the world. There are so many things that need to be looked at. You cant think your the best team in the world because you have the best striker or goal keeper so to speak.

It wont be long I wouldn't think before China lead the race to be honest.

Not sure about that to be honest but I would think the more worrying thing would be the carrier killer missile they are in development/process of making. That could be an interesting weapon to have as it could make carriers have shorter range or limited impact.
