Furious right now, useless police.

I'm not sure whether to believe this or not. The Police wouldn't make a decision not to charge someone for a crime where they had solid evidence on the basis of their ability to pay (pay for what?).

The police cannot sentence anyone, the CPS decide whether to prosecute in a criminal case and a court decides the guilt and sentence. The CPS also decide whether to charge someone or not.

If, as the OP states, the Police have sufficient evidence of the crime and have the suspect in custody then they are required to Refer it to the CPS unless it falls under the guidelines for giving a Police Caution.

The culprit may have been a first offender and been given a Caution which now gives him a criminal record or they did not have sufficient evidence to proceed with a conviction, either way it will not be because he couldn't afford a fine and compensation.

999 is used for reporting incidents where there is a threat to life or safety of a person. Ongoing assaults or housebreakings for example.

Look, someone tried and failed to break into your car. After the fact you phone 999 and are told it is not an emergency, this is right, there is nothing the Police would be able to do immediately for such a low level crime. They are not going to come screaming around the corner sirens blazing like the Sweeney just because some scrote tried your cars doorhandles.

What you should have done is called or visited the local police station, gave a statement and description of the person.

If the person had actually stolen your car then 999 would have been the correct number to call as having someone cruising about in a stolen car constitutes an immediate risk, someone looking to see if your car is unlocked is not.

I asked what's wrong with your head because I find it completely ridiculous that you'd let yourself change what I'd said, then argue against that and mentally blank the fact that somebody will obviously pick up on it.

The last time I called a non-emergency number, it was because there was a massive horse tied to a railing along a main road and had been there for about 8 hours (drove past once early in the day, then on the way back in the evening it was still there), the horse was looking anxious and pacing quite a bit, so I called the non-emergency number and they told me they'd send some people down to check it out.

Non-emergency means just that really, I wouldn't have thought it'd need to be explained to an adult.

You do realise that there is not an endless supply of police officers sitting in reserve to deal with every call as soon as it is made?

Your call would have been classed as a low priority given the fact there was no immediate or possible threat to life. But hey, lets drag the coppers that are dealing with an assault to go and talk to you.


Perhaps you could try and describe what actually happened during this attempt theft of your car instead of the soundbite that you choose to support your point of view....

An alleged attempted car thief who hasn't actually stolen a car or posing any risk to the public you mean.

Against a horse illegally tied up in a busy public place for 8 hours in apparent distress.

You really mean you cannot see that the horse is more likely to need immediate attention.

Nooo.. I meant that the horse isn't going anywhere any time soon (poor horse :()! The car thief is on the move.

Anyway, I think I'll retreat to other threads. This one's depressing lol. I've posted my experience and it's time to leave before it gets worse. :)

He didn't actually steal your car though did he, and he poses a very limited risk to the public.

A fully grown horse in distress tied to a railing on a busy road however poses a serious risk both to the horse and the public and needs to be seen to as soon as possible.

You might think you personal situation warrants more attention, but to the objective observer your alleged car thief is of very little importance.

Do you realise just how strong and powerful horses are? It looked agitated as well. It's not exactly ridiculous to assume the horse could end up hurting or killing some one that got too close (it was by bushes as well so not always immediately visible) or something.

You either don't understand context, and think strawman arguments are fine or you're doing it on purpose to keep up your fantasist rubbish talking image.

The Police gave me his name but wouldn't give me his address, obviously I know the city he lives in, I imagine maybe I can get more out of the constable tomorrow when I speak with him because he said he didn't have his paperwork with him.
