Hi there, Unfortunately the market for 26-28in TVs isn't that great any more - most just use TN panels and cost a fair bit. Personally, I would suggest either upgrading your target to 32in (and get the nice S-IPS or VA panel technologies) or go for a cheaper (but good quality 23-24in monitor and a set of
half-decent speakers - since monitor's rarely have speakers, and if they do they are aweful).
This is a nice quality E-IPS panel 23in 1080p monitor, it's only got the one HDMI port - but using a HDMI switch isn't too much of a bother.
This
27in MVA panel monitor also looks like a good option, though MVA panels don't handle motion as well as IPS (though do offer deeper blacks).
Personally, I use a 1080p S-IPS panel 32in LCD TV as a second monitor and it is fantastic. It is the LG 32LD450 and I bought it a few months ago new for £219. The current version of this is the L32LK450U and costs around £245. It is a nice TV, uses a high quality panel and the input lag is really low for a TV - so great for gaming uses. There is a panel lottery with these LG TVs, I would try and get the S-IPS version over the MVA version due to the better handling of motion.
Here is a valuable thread explaining why these particular LG LCD TVs are so good to use as PC monitors.
