Flat roof, my floor neighbors roof

Ok I have a terrace under it is the living rooms of the apartment one floor down.

The problem is that its only got felt on it which was leaking until recently. The developer has put some sort of black liquid down to stop it from leaking. However I think its probably just going to start leaking again in a couple of years.

So if that happens is it my responsibility alone to pay to fix it or would the owners of the flat under me have to pay part of the cost?

I think your neighbours should share the cost.

I'm on the upper floor and recently had all the guttering repaired, and shared the costs with my neighbours below.
