I was hoping for a little advice:

I received a parking charge for not displaying a "Pay and Display" ticket even though I had done.

I'm planning a writing a letter to NCP contesting the charge:

Ref:- Parking Contravention Charge Number: XXX

Dear Sir,

I am writing to inform you that I am contesting the Parking Contravention Charge Notice at the reference above.

At the time of the Contravention Charge I had paid for parking and displayed a valid parking ticket (a copy of which and the Parking Contravention Parking Notice is enclosed).

As can be seen, a 3 hour ticket was purchased at 12:09, with the Contravention Notice issued at 12:15. This was well within the time purchased for parking.

As such I would be grateful for your help in dismissing this charge.

However, I'm sure I've read on here that NCP can't issue fines for parking, only the council or police can do so.

Am I just giving NCP my details which will make it easier for them or should I contest the ticket.

Any help would be useful, including any pointers to how I should word my letter.

Do not, under any circumstances, admit that you were the driver. As it was not issued on behalf of the police or council, the only enforcement is a contractural one between the driver and the company. The registered keeper is under no legal obligation to advise them who the driver was. It is up to them to prove who the driver was that they have a contract with.

If you were not the driver then you are not liable. If you were the driver then do not confirm or deny it was. The safest option appears to be to ignore the letter. But the one you have written simply confirms that you were the driver and therefore they can claim the charge against you (subject to your appeal of course).

But...

As I do have grounds to contest the charge, wouldn't it be more sensible to contest it. If I hadn't paid then fair enough I could just ignore it.

Obviously with a slightly rewritten letter so I wasn't admitting who was driving at the time:

I wouldn't advise contact, all it does is encourage them. They won't listen to your appeal, and will just send you more and more letters.

Just file it in the bin, and forget.

As i said in that thread i linked. I was waiting in one of these private car parks for 10 / 15 minutes late at night to pick somebody up.

There was nobody around to give me a ticket, and if somebody had approached me to give me one, i was in the car, with the engine running and explained i was waiting rather than parked and moved on.

But they obtained the license plate from CCTV and sent me an penalty charge for £60 for not paying and displaying the cheeky so and sos !

So i just binned it. They sent me a few more scary sounding final reminders before finally giving up.
 
Makes you wonder is it worth paying to park at all if they cant claim the money from you.

most of these private car parks do have clamping warnings

I wouldnt be surprised if you routinely never even bothered paying for a ticket, they specifically sent a clamper down once they got the message you went every saturday and didn't pay for example...
