Race games like FM4

Buy an xbox 360 and get the game you want. I've played games for a long time and Forza 3 is my favourite racing game by quite a bit. Not bought 4 yet.

Dirt 2 is good, not played 3 yet
 
Dirt3 is a great rally game. I been playing it for a while, love it.

Feels quite realistic without being too "sim" like you said you dont want. Very fast paced and exciting.

Forza really is the best racing series though :)
 
I wouldn't call dirt3 a rally game, its the first of the dirt series I've really played and I have to admit I'm disappointed with the lack of actual rally events and lack of stages in rally events. My recollection of rally games was the original mcrae series which were sweet :)

Other PC race games, maybe look into Race07, its aged well but there are plenty of expansions for it, might be a little too 'sim' for you though. Besides that I'm in agreement with giving the NFS Shift games a try :)

@phatboy where is NFSS2 LE available for £9?

I only know the old ones which would be GT4 and 360 Ferrari challenge. Very good on relating the kind of weight transfer and momentum that occurs on harsh acceleration and braking.
Most games including GT5 dont seem to have that, the best Forza was most likely 2 but the demo for 4 is impressive anyway

GTR on a pc ? There has to be a good one, again I would just know the really old Nascar game and F1GP again because I remember the back end would come out if not careful when taking corners after braking though nascar only had watkins glen as a good track
