People read way to much into way to much, its quite possible that the low end stuff will just be 40nm renames, even more likely because of the capacity at TSMC and the fact that theres plenty of 40nm capacity.
Think about it, new process, tiny initial capacity, would you build high/mid end, that are very low volume, and MOST dependant on process for performance and high enough in cost that higher wafer costs make no real impact on profits, while leaving low end manufactured on a process with several thousand times the capacity, is cheap and being low end small chips the cheaper the better?
Theres a reason every generation except the generation that stayed on the same process, has come out with the lowest volume part first that is only possible to be made on a smaller process, its not coincidence.
Anyway, its just names, in a final driver you're talking about, changing a few words in a text file, I personally wouldn't decide what AMD's strategy is over deciding the difficult task of changing a few dozen letters of text into numbers will delay their release
It does depend though, it appears like TSMC were closer to getting HPL out than HP(former being the lower clock speed tuned high power process) so they might have some capacity for very small and lower clocked chips that is unsuitable for the higher end chips.
Its all guesswork, but the amount of truly illogical guessing and absolute ignoring of history does my head in around here sometimes.

It's very likely to be a pipecleaner first. (That's not to say I think it'll be a low end, I'm more inclined to think mid range)
40nm ; 4770 for AMD.
Nvidia did GT240's etc IIRC.
For AMD's new hybrid 6XXX lark they released 68XX first.
