I have an American friend, who is a British citizen. He's married and lives here.

He says he can drive any car in the UK "fully comp" under his american car insurance. In addition, it allows anyone (with a valid license) to drive his car under the same cover.

Does this sound right? I can't seem to find anything about it.

I would be doubtful his policy allows him to drive any car in the UK with Fully Comp insurance.
If he's coming to the UK and yours is one of the cars he intends to drive see the policy in person.

Unless he has some wacky policy then no, it doesn't sound right - as I understand it a number of policies include coverage for neighbouring countries, Mexico & Canada basically. GEICO offer a service where they will arrange overseas insurance but all they do is just act as an agent and arrange it with a local insurer for you.

he says it's a specialist US Expat insurer, based in London.

it may be clements international, they can do some quite interesting policies. I had them insure a car on its vin number in the past as I was running it on export plates so it was not really registered anywhere.
