Akasa VGA cooler

Try cleaning out the dust from the cooler and maybe re-seat it using some new thermal paste.

I assume you've checked the cooler fan is spinning OK?

You should just be able to see/hear if it's spinning.

If the fan is plugged into a motherboard header then you should be able to get an RPM reading from your motherboard's or third party monitoring software.

If the fan is plugged into the graphics card then the speed should be displayed in the Cataslyst Control Centre.
 
I had the Akasa Vortexx on my 4870 1gb. The temps dropped to 37ish idle and never went about 60. Was also pretty quiet and did what I needed it to do.

Likewise I bought one for a 4890. The main downside was cooling the VRM's, I made a small heatsink which fitted under the fan and was glued to the VRM chips. It worked fine and was fairly quiet.

This should not be an issue with 4850/4870 though.

Yea, I had a few issues with the VRM, but for the price, its suitable.
 
I had one on my old 4850, what i did was Cut the copper base plate of the stock cooler so it stayed on the chips that the Vortex doesnt cool, went happily for 9 months like that.
