This nut...

...it won't unscrew! It just turns (with some friction) as if the nut underneath is is loose in its socket or something, any ideas on how I can remove it? The screw is one of two holding the plastic cover in place.

The other screw is fine.

I've tried wedging a flat head in between the washer and nut itself and then turning it was the socket wrench but it won't give :(

I had it off the other week when I was re-fitting the cover as it was on incorrectly and screwed it back up just fine, not too tight either (I think).

I'm trying to get the the area under it as it's mega dusty under there when I checked when refitting it but never had time to give it a once over. I don't want to just leave it because it's out of sight since everything else is pristine around it!
 
Put a long socket over it, undo and remove all other bolts, wedge your hand in under the plastic as near you can get it to the bolt thats spinning. Lift the plastic so its pulling up against the bolt then twist the socket slowly and if you are lucky it will move. Either that or tear the whole thing off?
