What does the Op mean about Russia staying true to their word an attacking? All they have said is they will beef up their defences to take out the USA anti missile systems if it ever came to that. Nothing out of the ordinary and I'm sure the USA would do the same if Russia tried putting anti missile technology near its borders.
 
Will people please remember the old saying: "All politics is local politics". This statement was made for one reason only: how it would sound in Russia. Medvedev only cares about what the West thinks in so much as how that in turn plays in Russia. It's all about appearing to be strong to your own people.

I'd forgotten that Russia still has a chip on its shoulder,
nobody in the West wants to have any sort of conflict with it, and we would just like it to sort its economy out and stop being such a dick all the time.

Weapons are expensive political tools, stop wasting so much money Russia.

They are probably just empty threats, but what would happen if he stayed true to his word and ordered the attacks if no agreement could be made? I'm guessing another war?...

I don't read any threats in his words. In fact, it sounds like a statement of intent to follow good advice.

1st decision - As a statement of how safe I keep Russians, I want to know your every move

2nd decision - As so many nuclear weapons f ours have been stolen/sold, I think its about time I beefed up the security around them

3rd decision - Testing of the rocket motors is complete. We now arm our missiles. Oh and they are quote neat in that they have some intelligence about them

4th decision - I don't know much about your system so I will study it "just in case"

5th decision - If all else fails, we could shoot everything we have at you. No way can you stop it all
