Book a flight and a hostel and you'll have a great time and will meet loads of people. It doesn't matter if you arrive on your own as you will meet loads of people and spend the time with them.

This, basically. Wherever you fancy going, pick a hostel with a decent reputation for being sociable and international, then turn up and hang about in the bar for a bit, then speak to people. Has never failed me so far, and gives you the freedom of being able to do what you want alone, with the option of tagging along with others if they have an interesting plan, and a fallback of tours organised by the hostel itself.

It's also a damn sight cheaper, and more liberating, than paying specifically to go on a tour with a group of other people who need taking around from place to place.

I don't know about cheap but San Francisco and Vancouver are both entertaining and lively cities that might be worth investigating to see if they've got any suitable offers. I would have thought that 4 days would be a bit on the short side as a trip considering how long it takes to get out there but if that's the holiday time you've got available then that can't be helped.

I did wonder about the west coast, both those sound very interesting, however for a week or less? As you say it's a long way and probably a lot more expensive than the east coast to get to?

fifiov as I said before I've had some dodgy experiences with hostels in the past, I've also had some nice ones when a few of us have booked out a room or I've slept in my own room. Guess as you say it depends on the hostel, if it's for sociable but stable people or for drink fuelled gap yeah types lol.
