That shows that you don't need a TV license to watch live TV online. The completely ridiculous fact that it has to be powered by its own internal battery still means you don't need a TV license to watch BBC live streams.

It's a ridiculous exception, but it's there. Legality depends completely on if your laptop's charger is connected, complete arsetalkery.

Only if you have a second home with a tv license. Which means it pretty much only applies to students.

You need a license to watch live broadcasts regardless of medium.

iPlayer raises confusion as it provides both live and non-live broadcasts, you do not need a license to watch the 'on-demand' aspects of iPlayer, you do need one to watch the live streamed channels.
 
How 'live' does it have to be to be considered 'live'? E.g. is a 30-second delay no longer live and doesn't require a license?

Any equipment you set up to record is covered by tv license. Tv license is required to watch or record live broadcast.

So the only delayed legal transmissions are through Iplayer, 4od and the like.

iirc tvcatchup gets around this by once you sign up you're using their equipment to record tv for you.

Doesn't help, recording live broadcast you need a tv license. It doesn't get round it at all. To use it legally you need a tv license.

TV Catchup don't 'get around' anything, you need a license to use the site and they as much on their forums:

Generally, everyone equipped to watch TV as it is being broadcast (including users of this website, whatever they use) are required to be in possession of a valid TV licence. Details of your obligations can be found by going to: http://www.tvlicensing.co.uk

They then go on the describe the relevant exceptions such as the students with battery powered things as above.

Then after listing the exceptions:

Whilst this website does not retain records that could identify any individual users or their access to content, all other users are reminded that they are otherwise required to be covered by a valid TV licence or risk legal action.
